Government Resolution No. 2/2025 on the Humanitarian and Emergency Support Strategy.

This Government Resolution establishes the Humanitarian and Emergency Support Strategy, carried out by the Timorese Armed Forces (F-FDTL) who must have the capacity to ensure a rapid, effective and efficient response in a timely manner to meet the needs of populations affected by humanitarian and emergency situations. The actions that the F-FDTL are expected to carry out are primarily aimed at making the Timorese people more resilient to climate change. Social protection is set up through social assistance programmes with the aim of supporting the most vulnerable individuals and families. Humanitarian and emergency support aims to provide an urgent, needs-based response to preserve life, prevent and alleviate human suffering and maintain human dignity wherever the need arises. Humanitarian and emergency support seeks to protect the physical and moral integrity of people who find themselves in situations of natural disaster or public calamity, by public calamity, relieving the concrete needs resulting from them in the short term.
