Growing Tourism to 2030.

This National Toursim Policy framework aims at positioning tourism as a central pillar of Timor-Leste’s socio-economic development up to 2030. Its primary objective is to promote sustainable, inclusive, and competitive tourism growth that contributes to economic diversification, reduces dependence on oil revenues, and generates employment and income opportunities across society. The policy emphasizes maximizing the sector’s contribution to foreign exchange earnings while ensuring that tourism development is socially inclusive and environmentally sustainable, with benefits reaching local communities, women, and youth. It also seeks to enhance the international image of Timor-Leste by leveraging its unique natural and cultural assets as key drivers of tourism attractiveness. In addition, the policy aims to create an enabling environment for tourism development through coordinated action among government, private sector, and civil society. It promotes investment, infrastructure development, and institutional strengthening, while embedding key principles of sustainability, protection of natural and cultural heritage, and community participation. The strategy is structured around five overarching objectives—priority, prosperity, protection, partnership, and people—which guide efforts to foster economic growth, ensure environmental conservation, build public-private collaboration, and develop a skilled workforce capable of delivering high-quality tourism services. Overall, the policy provides a long-term roadmap for achieving a resilient, sustainable, and inclusive tourism sector that supports national development goals.
