Abstract
This Law, consisting of 117 articles divided into four Titles, establishes the Prevention and Anti-Corruption Measures. It provides for general preventive measures, the regime for declaring income and assets, defines crimes of corruption, related offences and penalties, etc. In addition, it makes the sixth amendment to the Penal Code, approved by Decree-Law No. 19/2009 of 8 April, and amends the Law on the Anti-Corruption Commission, approved by Law No. 8/2009 of 15 July. The Government approves the national strategy for preventing and combating corruption and related action plans, which promote the widest public participation, through civil society organizations and the private sector aiming at integrity, transparency and accountability. The national strategy is based on rigorous collection, compilation and analysis of information on the causes and consequences of corruption. The national strategy aims to provide a general orientation that leads to the development and implementation of specific action plans by sector/institution, to ensure the implementation of the strategy. The Anti-Corruption Commission is responsible for the supervision and coordination of the implementation of the national strategy and action plan, the periodic evaluation of its application. Legal instruments and administrative measures are regularly assessed to see if they are suitable for preventing and combating corruption.
