Law No. 8/2022 establishing the Great Options Plan for 2023.

This Law approves the Great Options Plan for 2023. This Plan present the main annual and multi-annual options in terms of planning with an impact on the General State Budget for 2023, in fulfillment of the Strategic Development Plan 2011-2030, the Government Programme and the medium-term and annual plans of the services and entities of the Sector. The Great Options Plan for 2023 aim to contribute to the following national results, the fulfillment of which must be evaluated through the process of monitoring and evaluating the activity of the Administrative Public Sector: a) All citizens have access to safe and quality health services; b) All citizens are free from hunger and malnutrition; c) Friendly, trusting and safe communities; d) Timor-Leste is a country that applies the rule of law and is guaranteed equal access to justice for all citizens; e) All citizens have access to clean water and quality sanitation; f) Protect the environment and safeguard the country's sustainable development for future generations; g) Disaster preparedness for effective responses for all citizens at all levels; h) All citizens must have access to education and training; i) Build a modern telecommunications network to connect all people; j) A national oil industry with qualified national people to lead and manage the industry; k) An electronic government that provides faster, more effective, efficient and transparent service; l) Create more inclusive, sustainable and quality employment; m) A modern and diversified economy with thriving innovative industries driven by private sector development; n) A sustainable and prosperous agricultural sector that responds to the demand of national and international markets; o) An original eco-friendly tourism industry that focuses on our people, our culture and our heritage; p) Greater consumption of art and culture in the country and conservation of cultural heritage; q) A diverse, socially inclusive and equitable society that supports and protects the most vulnerable; r) Everyone in has access to affordable and reliable electricity; s) An extensive network of quality and well-maintained roads, ports and airports that promote development and market access; t) Planning and land use planning, urban and rural development; u) Sensitive, responsible, effective and efficient local government; v) Greater public participation in the definition of policies and in decision-making by the Government, leading to a more responsible Government; w) Sustainability and sound financial and budget management; x) An efficient and effective public administration; y) Development of sustainable and environmentally friendly infrastructure; z) Defense and security sector, supporting civil society and contributing to combat regional and global threats; etc.
The Great Options Plan for 2023 is organized around the following strategic areas: a) Agriculture, livestock, fisheries and forestry; b) Economy and employment; c) Tourism; d) Territorial development and housing; e) Environment; f) Oil and minerals; g) Electricity and renewable energies; h) National connectivity; i) Water and sanitation; j) Education and training; k) Health; l) Social inclusion and protection; etc.
