Abstract
This Ministerial Decision, consisting of 15 articles divided into five Chapters and five Annexes, establishes the Evaluation Committee for the Management of the Environmental Assessment Process for Category A Projects, under the Decree-Law No. 5/2011 on the Environmental Licensing System and by the Environmental Decree-Law No. 26/2012. This Regulation applies to all Evaluation Committees established to manage the environmental assessment process for any proposed Category A project. It establishes composition, duties and responsibilities of the above mentioned Evaluation Committee, entitled to carry out a detailed technical Environmental Impact Assessment (EIA) and an Environmental Management Plan (EMP) as soon as the initial verification is completed successfully. Committee members must have significant experience of at least five years in one or more of the following areas: Environmental engineering; Environmental sciences; Biology, Chemistry or Physics; Ecology; Human health; Economy; Social Sciences; Pollution control; Specific experience in the proposed project sector.
