Ministerial Order No. 29/2023 on the expansion of Mechanism for Sustainable Management of Community-Based Natural Resources in River Basins.

This Ministerial Order aims to provide guidelines and procedures for the wide dissemination of the Community Based Natural Resources Management (CBNRM) mechanism demonstrated by the joint JICA and MAP project, called Project Community-Based Sustainable Management of Natural Resources (JICA-MAP Project for GSRNBC), as a key tool for achieving sustainable forest management and reducing CO2 emissions from the Agriculture, Forests and Other Land Use Sector (AFOLU) in Timor-Leste, especially in the country's priority river basins. The Sustainable Management of Community-Based Natural Resources (GSRNBC) pursues the following responsibilities: a) Increase the capacity of Suco Authorities to protect, conserve and manage natural resources related to the forest, establishing a mechanism on GSRNBC at Suco level; b) Introduce and disseminate effective techniques and skills in the sustainable management of natural resources related to the forest, such as reforestation, agro-forestry, slope agriculture and livestock management, in parallel with the establishment of the CBNRM mechanism at Suco level; c) Provide livelihood opportunities to communities and improve their socioeconomic well-being to reduce human pressure on forest resources; d) Conserve biodiversity and promote landscape diversity.
