Ministerial Order No. 43/2025 on Export of plants, plant products and other regulated items.

This Ministerial Order approves the rules and measures relating to the export of plants, plant products and other regulated articles, in particular those provided for in Chapter VI of Decree-Law No. 36/2023 of 31 May. The Quarantine and Biosecurity Unit (UQB), is the service responsible for implementing this Order, under the direction of the National Phytosanitary Chief (CFN), which is appointed in accordance with the law and reports to the Minister. The CFN ensures and supervises collaboration, within the scope of their respective competences, between the UQB and: a) The National Directorate of Agriculture, Horticulture and Plant Protection; b) The National Directorate of Coffee and Industrial Plants; c) The National Directorate of Forest Management, Watersheds and Mangrove Areas. UQB is responsible for: a) Creating and permanently maintaining a documentation system related to export certification; b) Creating and maintaining a permanently updated Export Inspection Manual; and c) Establishing and maintaining a secure and standardized export database.
