Abstract
This Ministerial Order establishes the rules governing the procedure for formulating and approving the Municipal Development Plan. This Plan is a strategic document that defines goals, priorities and actions to be implemented to promote socio-economic and sustainable development in the territory of a municipality. In addition, the plan establishes a diagnosis of the current situation, identifying local challenges and potentialities, and outlines a set of objectives and measures aimed at improving the population's quality of life, protecting natural resources and valorising the municipality's endogenous resources. The Municipal Development Plan must include: a) A description of the municipality's physical and social situation; b) The development objectives to be achieved; c) The physical and financial stages and targets to be reached; d) A description of the actions to be carried out, their timetable and the main beneficiaries; e) The investments to be made and the projected financial amounts; f) The objectives to be achieved in terms of gender equality.
