Abstract
This Ministerial Order, consisting of 21 articles divided into four Chapters and one Map, establishes the Structure of Central Services and Personnel Map of the Secretary of State for Equality and Inclusion (SEII), namely the services that make up the Directorate-General and the Inspection and Audit Office, and approves the respective personnel map. The Secretary of State for Equality and Inclusion has the mission of designing, coordinating and evaluating the policy approved by the Council of Ministers for the areas of support and promotion of gender equality and social inclusion. The National Directorate for Gender Development (DNDG) is the department of the Directorate-General responsible for defining and supporting the promotion of policies for an integrated approach to gender and inclusion, the economic empowerment of women and the increase of participation of women in political life.
Article 6 establishes that the DNG is responsible for: a) Develop and implement recommendations relating to the application of CEDAW, and other international agreements to which the Timorese State is a party, related to the promotion of gender equality and the socio-economic integration of women; b) Promote the adoption of measures to implement the Maubisse Declaration; c) Promoting the capacity building of SEII's human resources and creating opportunities to increase their capacities and competences in terms of gender equality and inclusion; d) Support the establishment of mechanisms for the promotion, cooperation and interconnection between the Government and national or international organizations for the defense, support and promotion of women; e) Develop actions to promote women's political participation at national and municipal levels; f) Establish adequate mechanisms for the effective participation of women in the economic, political and social development of the country and for the strengthening of equality and social inclusion; g) Establish, support or promote mechanisms for the empowerment of women in the fields of management, economics, politics and leadership; h) Develop national and international partnerships that contribute to the participation of women in the country's economic and political life; i) Coordinate with the various Government Departments the measures and actions aimed at implementing the Maubisse Declaration; j) Promote and carry out studies aimed at supporting and promoting greater participation of women in the country's economic and political life, etc.
