National Action Plan for the Manufacturing Industry 2026–2031.

The National Action Plan for the Manufacturing Industry 2026–2031 (PANIT), approved by Government Resolution No. 32/2026, establishes a strategic framework to accelerate industrialization, diversify the economy, and reduce the country’s dependence on petroleum revenues. The Plan seeks to strengthen manufacturing as a driver of sustainable economic growth, employment generation, private-sector development, and export expansion. It identifies key constraints affecting industrial development, including high production and logistics costs, limited access to finance and technology, inadequate infrastructure, and regulatory barriers, and proposes measures to address these challenges through institutional reforms, investment promotion, trade facilitation, and improved industrial competitiveness. The Plan prioritizes value addition in agriculture, fisheries, forestry, and traditional products by promoting the processing of commodities such as coffee, cocoa, spices, coconut, seaweed, bamboo, sandalwood, and textiles. It aims to attract domestic and foreign investment, develop industrial parks, strengthen human capital and technical skills, improve access to credit, and integrate Timor-Leste into regional and global value chains.
The PANIT also emphasizes innovation, product certification, national branding, and export promotion while supporting the inclusion of small producers, women, and youth in industrial development. The Plan addresses gender equality as a cross-cutting element of industrial development and social inclusion. The document explicitly refers to the involvement and support of women, alongside youth and small-scale producers, in the development of the manufacturing sector.
