Abstract
This Policy is aiming to integrate climate risk management into all sectoral policies, planning processes, implementation strategies and investment to enhance national well-being. This document further seeks to support climate-safe transition in Timor-Leste and enhance commitments in response to the newly endorsed National Climate Change Policy and Sustainable Development Goals 2030. The Policy communicates detail of the strategies, plans, and actions for low greenhouse gas emissions development. The document lays out provisions for current and projected national climate change impacts by considering the sustainable development; challenges and risks to sustainable development and climate change resilience-building; climate risk governance; nature-positive growth and transition; low carbon development; and adaptation and resilience building. The text further provides means for implementation and emphasises on circulation of information.
The Policy aims for sustainable development by creating a gender-fair society based on effective environmental management. The text further considers the challenges and impacts posed by climate change; the existing socio-economic barriers, issues and interaction between these challenges. The Policy notifies the importance of the energy security and improving access to reliable energy services; and investment in integrated water resource management and flood protection. The Policy lays out key climate financing programs including safeguarding rural communities and their physical and economic assets; enhancing Early Warning Systems to build greater resilience to hydro- meteorological hazards in Timor-Leste; and strengthening the adaptive capacity, resilience and biodiversity conservation ability of fisheries and aquaculture-dependent livelihoods. The commitments mentioned in this Policy for the period 2022-2030 are based on the following 4 pillars: climate risk governance (1); nature-positive growth and transition; low carbon development; and climate change adaptation and resilience building. The Policy further describes the activities planned for each commitment.
