Abstract
This Regulation, consisting of 6 Chapters and 12 Annexes, establishes necessary quality standards and specifications related to fuels, biofuel and lubricants. Considering necessary to adopt measures to minimize the negative environmental impact resulting from the use of fuels, biofuel and lubricants, as well as to protect the interests of consumers, this Regulation has the following objectives: a) regulate the quality of fuels, biofuel, lubricants distributed in domestic market in order to reduce polluting waste caused by their use; b) encourage the adoption of engine-technologies environmental friendly, capable of ensuring minimum carbon emissions and implementing the control technologies of emissions; c) ensure that, when the products are provided, marketed and used, all relevant and appropriate information about fuels, biofuel and lubricant is available to retailers and consumers. The Regulation is divided as follows: General provisions (Chap. I); Specifications of Fuels, Biofuels and lubricants (Chap. II); Special provisions (Chap. III); Quality Control System Related to Specifications shown in Annexes III and V (Chap. IV); Offences and penalties (Chap. V); Advisory Panel on Standards of fuels, biofuel and lubricants (Chap. V).
