Regulation No. 1/2014 regulating Fuel, Biofuel and Lubricant Quality Standards and Specifications.

This Regulation, consisting of 34 articles divided into six Chapters and twelve Annexes, regulates Fuel, Biofuel and Lubricant Quality Standards and Specifications in the Territory of Timor-Leste. In particular, this Regulation establishes the standards of Fuels, Biofuels and Lubricants intended for use in Timor-Leste and the rules applicable to their determination and amendment. This Regulation has the following objectives: a) Regulate the quality of Fuels, Biofuels and Lubricants distributed in the domestic market, in order to reduce polluting emissions resulting from their use; b) Encourage the adoption of environmentally friendly engine technologies capable of ensuring minimal carbon emissions and the implementation of emission control technologies; c) Ensure that, at the time products are supplied, marketed and used, all relevant and appropriate information about Fuels, Biofuels and Lubricants is made available to retailers and consumers. The Regulation is divided as follows: General provisions (Chap. I); Specifications of Fuels, Biofuels and lubricants (Chap. II); Special provisions (Chap. III); Quality Control System Related to Specifications shown in Annexes III and V (Chap. IV); Offences and penalties (Chap. V); Advisory Panel on Standards of fuels, biofuel and lubricants (Chap. V).
