The Timor Digital 2032 plan is a ten-year national strategy aimed at developing digital technologies and ICTs in Timor-Leste to support human and economic development. Its main objective is to establish a comprehensive framework for the use of digital tools across key sectors—particularly governance, inclusive economy, health, education, and agriculture—while ensuring alignment with national development priorities. The strategy emphasizes improving government service delivery (e‑government), enhancing administrative efficiency, fostering transparency and public participation, and expanding access to essential services and opportunities. It is designed to ensure that digital transformation benefits all citizens, including vulnerable groups, by promoting social inclusion, connectivity, and access to markets, jobs, and personal development opportunities. In addition to sectoral development, the plan aims to drive a broader transformation toward a digital society and economy by strengthening ICT infrastructure, digital skills, and enabling policy frameworks. It promotes coordinated governance mechanisms, including a national steering committee and institutional arrangements to align stakeholders and investments, and proposes strategic pillars and principles such as interoperability, data protection, inclusion, and stakeholder participation. The plan seeks to enhance productivity, innovation, and economic diversification, while improving public services and citizen engagement.
