Abstract
This Constitutional Law establishes the legal framework for implementing Turkmenistan’s foreign policy based on its permanent neutrality, grounding this policy in the Constitution, the Constitutional Law on Permanent Neutrality, universally recognized norms of international law, and relevant UN General Assembly resolutions. The Law defines peace and trust as core pillars of Turkmenistan’s international conduct and situates the country’s neutrality as a legal and political instrument for promoting stability, non-use of force, non-interference, and adherence to international obligations.
The Lw sets out a comprehensive list of guiding principles and objectives for the policy of peace and trust. These include neutrality, equality of states, respect for human rights, good neighborly relations, peaceful settlement of disputes, humanitarian values, and the philosophy of “Dialogue – Guarantee of Peace.” Its objectives emphasize preventive diplomacy, strengthening regional and global security, fostering trust-based international relations, supporting the UN and the Sustainable Development Goals, promoting parliamentary and multilateral diplomacy, and positioning Turkmenistan as a mediator and peace-promoting center through its neutral status.
Finally, the Law identifies priority areas for implementation, such as sustainable development, cooperation, green economy and low carbon energy, transport and transit connectivity, environmental protection, water management, humanitarian and cultural dialogue, youth and women’s engagement, investment and foreign trade coordination. It highlights the roles of preventive diplomacy, parliamentary diplomacy, the Group of Friends of Neutrality, and close cooperation with the United Nations as key mechanisms for advancing peace and trust. The Law frames the country as a platform for international dialogue, forums, and peace-related initiatives.
