Constitutional Law No. 99-1 On the permanent neutrality of Turkmenistan.

This Constitutional Law sets out the constitutional foundations of Turkmenistan’s status of permanent neutrality, formally declared by the sovereign state and recognized by the international community, including the United Nations General Assembly in 1995. Permanent neutrality is defined as the cornerstone of Turkmenistan’s domestic and foreign policy, aimed at ensuring internal stability, social harmony, and the development of friendly and mutually beneficial relations with all states. The Law emphasizes that neutrality is a voluntary choice that does not conflict with Turkmenistan’s obligations under the United Nations Charter and affirms the primacy of the United Nations and its decisions.
Turkmenistan pledges to pursue a peaceful foreign policy based on equality, mutual respect, and non-interference, and refrains from participation in military blocs, alliances, or intergovernmental organizations involving collective military obligations. It commits not to initiate or participate in wars or armed conflicts, except in self-defence, and prohibits the presence of foreign military bases or weapons of mass destruction on its territory. At the same time, the Law preserves the right of Turkmenistan to seek assistance from other states or the United Nations in the event of armed aggression.
Beyond security matters, the Constitutional Law frames neutrality as a basis for international economic, humanitarian, and cultural cooperation. It promotes open economic relations, rejection of economic coercion or blockades, and cooperation with international economic and financial institutions. The Law affirms the protection of human rights as the highest value, guarantees equality of nations and religions, and supports humanitarian assistance to victims of conflicts and disasters. Turkmenistan also commits to cultural exchange, respect for traditions, and adherence to international instruments on refugees and displaced persons, while guaranteeing that its internal and external policies consistently comply with the obligations of permanent neutrality.
