Abstract
This Intended Nationally Determined Contribution (INDC) of Turkmenistan is presented in accordance with decision 1/CP.20 UNFCCC "Lima call for action to address climate change". It is a multi-sectoral policy document. The INDC has communicated both conditional (on international support) and unconditional mitigation targets. The unconditional target has been set in a way that the growth rate of greenhouse gas (GHG) emission will be lower than the growth rate of the country’s GDP between 2015 and 2030. The conditional target is that GHG emissions will not increase between 2015 and 2030.
Turkmenistan is one of the most vulnerable countries to climate change in Central Asia. According to the forecast data, under unfavorable climate change the country may experience shortage of water resources, increased desertification and land degradation, drought and increase in number of hazards leading to instability of agricultural production and threatening food security and social well-being of the population.
In order to ensure the sustainable development of the country in response to climate change, the INDC also stresses the importance of preparing a detailed national action plan for adaptation, including the list of specific actions, timelines for their implementation and assessment of implementation costs.
The INDC consists of the section "Mitigation" and the section "Adaptation". For limiting GHG emissions, the INDC has identified energy efficiency and conservation, sustainable use of natural gas and petroleum products, increased use of alternative energy sources are the main priorities of the policy. The priority sectors include: Industry, transport, housing and communal services. For adaptation, agriculture, water management, health, soil and land resources, ecosystems and forestry are identified as the most vulnerable sectors to climate change. Planned adaptation activity include preparing a detailed National Action Plan on Adaptation. The National Action Plan on Adaptation will include adaptation measures for sectors of water, agriculture, soil and land resources, ecosystems.
The process of monitoring and evaluation of INDC at the international level will be developed taking into account decisions taken at the COP 21. At the national level the progress of implementation of the envisaged activities to reduce GHG emissions are controlled by the government and relevant ministries and agencies. Means of implementation is primarily the state budget of Turkmenistan.
