Law on hydrometeorological activity.

This Law defines the legal, economic and organizational basis for hydrometeorological activities and is aimed at providing government bodies, legal entities and individuals with hydrometeorological information. Hydrometeorology shall be intended a complex of sciences about the hydrosphere and atmosphere of the Earth, including hydrology and meteorology. Hydrometeorological activity shall be intended a system of complex actions aimed at compiling, analyzing, distributing, storing and using forecasts as a result of observations and monitoring, data collection, processing, analysis to obtain information about the state of the environment and natural phenomena. The main principles of hydrometeorological activities are: (a) globality, complexity, consistency and continuity of hydrometeorological observations; (b) the integrity of the generalization, compilation, temporary or permanent storage and use of forecasts on the territory of Turkmenistan as a result of hydrometeorological observations, collection, processing, analysis of hydrometeorological information using scientifically based technologies; (c) coordination of hydrometeorological activities in accordance with the activities of the World Meteorological Organization; and (d) accessibility, reliability, completeness and efficiency of use of hydrometeorological information on the actual and predicted state of individual components of the environment. Types of hydrometeorological activities include: (a) production of hydrometeorological information; and (b) active impact on hydrological, meteorological and other geophysical processes. This Law contains V Chapters divided into 27 Articles. Chapter I lays down general provisions. Chapter II regards state regulation in the field of hydrometeorological activity. Chapter III regards organization of hydrometeorological activity. Chapter IV regards dispute settlement and establishes liability. Chapter V lays down conclusive provisions.
