Law No. 102-V “On communication with the farmers”.

This Law defines the tasks of field communications, the legal foundations and principles of their implementation, the interaction of field communications bodies with state authorities, as well as the procedure for monitoring their activities. Field communication shall be intended a set of methods and means ensuring the reception, storage, transportation, protection and delivery of correspondence of institutions and individuals. Field communication is intended to ensure guaranteed storage and prompt delivery of correspondence received for field communication services in accordance with the procedure established by this Law. Rural communication point is an agency carrying out activities in the field of rural communication and its local branches. Field communication agencies and their officials must be under state control.
