Law No. 337-VI “On renewable energy sources.”

This Law applies to relations arising in activities concerning the production of energy using renewable energy sources, its trade, consumption, as well as the supply of relevant technologies and equipment of renewable energy sources to the territory of Turkmenistan and their manufacturing in the country. The main objectives of Turkmenistan's legislation on renewable energy sources are to increase energy productivity through the use of renewable energy sources, strengthen energy security, develop a competitive energy system and ensure environmental protection. State policy in the field of renewable energy sources is based on the following principles: (a) environmental protection and rational use of natural resources; (b) state support of the use of renewable energy sources; (c) stimulating activities in the field of gradual replacement of traditional energy with energy produced from renewable energy sources; (d) attracting investments and supporting entrepreneurship; (e) guarantee of state purchase from producers of electrical energy produced from renewable energy sources, subject to the connection of installations to the electrical power system of Turkmenistan, with the exception of periods of technological violations of this system; (f) ensuring the allotment by the state on preferential terms of land plots on which the construction of installations is envisaged; (g) ensuring the competitiveness of the renewable energy system in order to eliminate the factors creating artificial obstacles in the field of renewable energy sources and renewable fuels; (h) stimulating cooperation between producers of electrical energy from renewable energy sources and energy consumers; and (i) involving the population in the production and operation of equipment for the use of renewable energy sources. This Law contains V Chapters divided into 34 Articles. Chapter I lays down general provisions. Chapter II regards state regulation in the field of renewable energy sources. Chapter III establishes economic, legal and organizational grounds for the activities in the field of renewable energy sources. Chapter IV regards registration of renewable energy sources and installations, state register of renewable energy sources and confirmation of the origin of energy generated by renewable energy sources. Chapter V lays down conclusive provisions.
