Abstract
This Law establishes legal grounds and principles of carrying out state arrangements aimed at the protection of the national territory against introduction of quarantine plant diseases, pests and weeds that could damage the national economy. The scope of the Law shall be protection of the national territory against introduction of pests, diseases and weeds from abroad, timely identification, localization and liquidation of the outbreaks of diseases, hotbeds of pests and weeds, ensuring plant quarantine control and enforcement of the national legislation in the sphere of plant quarantine. The Act consists of 7 Sections divided into 27 articles: (1) general provisions; (2) state regulation in the sphere of plant quarantine; (3) provision of plant quarantine; (4) state supervision in the sphere of plant quarantine; (5) financing of the activity of the authorized state institution in the sphere of plant quarantine; (6) dispute settlement in the sphere of plant quarantine; and (7) international cooperation. Import to Turkmenistan of products subject to plant quarantine inspection shall be authorized if it is complying with the provisions of international agreements concluded by Turkmenistan related to plant quarantine. All the products subject to quarantine inspection shall pass mandatory phytosanitary control at the border crossing points.
