Abstract
This Law defines state youth policy as an integral part of overall state policy, aimed at guaranteeing the social, economic, political, and civil rights of young citizens. The Law establishes principles such as equality of rights regardless of background, protection of youth rights and freedoms, participation of youth in policymaking, support for youth organizations, and the balance between rights, duties, and civic responsibility. The subjects of youth policy include young citizens up to 30 years of age, young families, and youth public associations.
The Law provides detailed guarantees for the legal and social protection of young people, with special safeguards for minors under 18. It outlines youth rights in education, including free and accessible education, choice of language and institution, scholarships, social assistance, and participation in self-governance. Young citizens of Turkmenistan studying in state educational institutions are entitled to subsidized meals. It also regulates relations between students and educational institutions to ensure equality and protect personal dignity. In addition, the Law promotes youth employment, access to labor market assistance, and guaranteed minimum social services, while allowing young citizens to challenge unlawful actions of authorities in court.
The document further establishes economic support mechanisms, including housing benefits, preferential credits, and strong incentives for youth entrepreneurship through tax benefits and financial assistance. It creates a structured financing system for youth policy via state and local budgets and dedicated youth funds, including a central state youth fund. The Law also regulates the legal status and state support of youth public associations, ensuring their voluntary nature and independence. Overall, it provides a comprehensive legal and institutional framework for implementing, financing, and overseeing youth policy in the country.
