Abstract
This document validates Sanitary and hygienic standards for products manufactured from waste. The rules establish mandatory requirements for entities involved in collecting, sorting, disinfecting, recycling, transporting, and producing goods from certain non-hazardous waste types, including textile waste, paper and cardboard, glass, metal containers, polymers, and ferrous and non-ferrous metals, while excluding highly hazardous waste (classes I–III) and animal-origin waste regulated separately.
The rules set detailed sanitary-epidemiological requirements for the collection, storage, transportation, and processing of waste intended for reuse as raw materials. They regulate where and how waste may be collected from the population, prohibit the collection of waste from medical, veterinary, hazardous chemical, and certain industrial facilities, and require specialized transport, trained and vaccinated personnel, proper protective equipment, and strict disinfection measures. Special attention is given to fixed waste reception points, including their location, layout, water supply, ventilation, cleaning, pest control, and use of approved disinfectants to prevent health and environmental risks.
The document also establishes requirements for enterprises producing goods from waste, including siting in industrial zones, facility design, ventilation, waste handling areas, sanitation infrastructure, and regular disinfection. It mandates approval of production technologies and sanitary-epidemiological certification of finished products, prohibiting their use for food contact or drinking water packaging. Producers are assigned obligations related to waste minimization, record-keeping, reporting, environmental damage compensation, and compliance with national legislation. Additionally, specific rules are set for workers’ occupational health, personal hygiene, medical examinations, vaccinations, and the provision and maintenance of protective clothing.
