Abstract
Sanitary and Epidemiological Standards for Public and Community Facilities formally enact mandatory sanitary standards and assigns responsibility for oversight and enforcement. The rules apply to the design, construction, reconstruction, placement, equipment, and operation of facilities intended for public and community use, regardless of ownership form.
The sanitary rules establish general requirements aimed at protecting public health, covering land use, waste management, water supply and sewage, heating and ventilation, lighting, cleaning, disinfection, pest control, and staff hygiene and medical supervision. They define key terms and impose obligations on facility operators to ensure proper microclimatic conditions, safe materials, regular cleaning and disinfection, adequate lighting and ventilation, proper laundering of work clothing, and medical examinations of personnel. The rules prohibit hazardous equipment and improper use of premises and require compliance with established hygienic and epidemiological norms.
