Abstract
Sanitary and Epidemiological Rules for preschool educational institutions establish mandatory hygienic and health requirements for all types of preschool institutions (nurseries, nursery-kindergartens, and kindergartens) regardless of ownership. The rules define age groups, group sizes, operating hours, and general principles aimed at protecting children’s health, preventing infectious diseases, and ensuring appropriate living, educational, and care conditions for children aged 1 to 7 years.
The Rules set detailed requirements for the siting, land plots, buildings, internal layout, equipment, water supply, sanitation, heating, ventilation, lighting of preschool facilities. They regulate parameters such as distances from industrial areas, green space ratios, room sizes, temperature, humidity, lighting levels, furniture dimensions, sleeping arrangements, and safety features. Special attention is given to hygiene standards for premises, playgrounds, toys, bedding, cleaning procedures, waste disposal, food preparation areas, and swimming pools, as well as to the prevention of injuries and the spread of infections.
A substantial part of the document is devoted to nutrition, daily routines, educational workload, physical activity, health monitoring, and medical supervision of children. It prescribes standards for meal frequency, caloric content, food storage and preparation, prohibited products, vitamin supplementation, and control of food safety. The rules also regulate staff hygiene, medical examinations, admission of children, disease prevention, and responsibilities of management and medical personnel. Compliance with these sanitary rules is mandatory, and responsibility for violations is established under the national legislation.
