Abstract
These Rules apply to all types of preschool facilities (nurseries, nursery-kindergartens, and kindergartens) for children aged 1 to 7, regardless of ownership or location. They define institutional types, group sizes, operating hours, and general planning principles, including requirements for site selection, land use, accessibility, green areas, playgrounds, fencing, and separation from industrial or traffic hazards.
A major portion of the Rules sets detailed requirements for the design, construction, and internal arrangement of preschool buildings. These include, inter alia, standards for lighting, ventilation, heating, water supply, sanitation, and safety features.
The Rules further regulate daily operation, hygiene, nutrition, education, health protection, and staff obligations. They prescribe strict regimes for cleaning, disinfection, food preparation, storage, and catering, including age-based nutrition norms, menus, portion sizes, and food safety controls. The document also defines standards for daily schedules, sleep, outdoor activities, educational workload, physical education, hardening practices, medical supervision, admission of children, and health monitoring. Clear responsibilities are assigned to management, medical staff, and personnel, with accountability mechanisms for non-compliance, making the rules a comprehensive regulatory framework governing both infrastructure and everyday functioning of preschool institutions in the country.
