Abstract
This Procedure determines the methodology for drawing up, registering and issuing deeds for the transfer of land plots to individuals, national legal entities, foreign states and international organizations. The Ministry of Agriculture and Nature Protection of Turkmenistan is responsible for the registration and re-registration, registration and issuance of land plots for ownership, use and lease. Land plots are allocated to citizens of Turkmenistan for private ownership at the expense of a special land fund for conducting personal subsidiary farming in rural areas, for the purpose of building a private summer residence in villages and hamlets. Citizens of Turkmenistan who wish to acquire a plot of land for conducting a personal subsidiary farm (mellek land) in rural areas or for building a private summer residence in towns and villages shall submit an application to the local self-government, containing the following documentation: (a) a copy of the passport; (b) plan of the construction (structure); (c) in rural areas, in case of the absence of land plots and private summer houses in possession of the applicant, attestation by the local self-government; and (d) a copy of the marriage certificate or a copy of the relevant documents for those whose marriage has been dissolved, who are raising children alone, who have taken children into custody (guardianship) or adopted children outside of marriage.
