Presidential Decree No. 3630 validating the Regulation on state licensing, expertise and technical supervision over the design, construction and operation of water supply and sewerage facilities in Turkmenistan.

This Presidential Decree introduces, beginning from 1 March 1998, state licensing, expertise and technical supervision over the design, construction and operation of water supply and sewerage facilities in Turkmenistan. It establishes the procedure for state licensing, expertise and technical supervision over the design, construction and operation of water supply and sewerage facilities for the population by the Center of state licensing, expertise and inspection of the Committee of water supply after sanitary treatment under the Cabinet of Ministers of Turkmenistan. In the process of licensing shall be performed a complex of actions as a result of which, by issuance of a special document-license the right to perform at the appropriate level organizational and technological competence for defectless performance of work with subsequent periodical stability and quality control of licensed works related to water supply and sewerage. Licensing shall be performed for compliance with: (a) state standards, norms and rules; and (b) normative and technical documentation of the Committee of water supply after sanitary treatment under the Cabinet of Ministers of Turkmenistan. Subjects of state licensing shall be organizations and enterprises performing or intending to perform design or contractual activity related to technological part or activities related to operation of water supply and sewerage facilities, and natural persons pretending to a right of performance of design and contractual work related to technological part.
