Abstract
This Presidential Resolution establishes Interdepartmental Commission on Environmental Protection Issues. The scope of the resolution is to strengthen cooperation between Turkmenistan and international organizations in environmental protection and to ensure the implementation of the country’s obligations under international environmental agreements. The resolution formally creates the commission, approves its composition and procedural issues.
The commission is chaired by the Minister of Agriculture and Environmental Protection and includes representatives from key national institutions, such as the Parliament, Ministries of Foreign Affairs, Finance and Economy, Justice, Health, Education, the State Committee for Water Management, the State Statistics Committee, and the Caspian Sea Institute. According to its regulation, the commission serves as a coordinating body responsible for harmonizing the work of government authorities, local administrations, councils, and public associations in implementing Turkmenistan’s commitments under international environmental treaties and advancing the country’s international environmental policy.
The commission’s main functions include ensuring timely implementation of environmental treaty obligations, preparing proposals on Turkmenistan’s positions for international environmental conferences, coordinating activities related to environmental conventions and protocols, organizing the preparation of national reports, participating in the development of national environmental strategies and action plans, and contributing to environmental legislation. The commission is empowered to appoint national coordinators for international environmental agreements, request information from government bodies and organizations, engage experts and project personnel, and adopt decisions that are binding on relevant institutions. Meetings are held as necessary, but at least once every six months, and decisions are recorded in official minutes.
