Presidential Resolution No. 585 on Methane Emissions Reduction.

This Presidential Resolution establishes the Interagency Commission on Methane Emissions Reduction adopted within the framework of Turkmenistan’s national strategy on climate change and aims to strengthen oversight and coordination of efforts to reduce greenhouse gas emissions, particularly methane emissions, across different sectors of the economy. The resolution formally creates the commission, approves its membership and operating regulations, and assigns oversight responsibilities to relevant Deputy Chairpersons of the Cabinet of Ministers and the Minister of Agriculture and Environmental Protection.
The commission is composed of senior representatives from key government institutions, including the Cabinet of Ministers, the Ministries of Agriculture and Environmental Protection, Foreign Affairs, Finance and Economy, Energy, Justice, the State Committees for Water Management and Statistics, as well as the state concerns Türkmengaz, Türkmennebit, and Türkmenhimiýa. Regional and Ashgabat city administrations are also represented. The commission’s primary tasks include supporting the implementation of international agreements related to methane reduction, coordinating the activities of government bodies and local authorities, fulfilling Turkmenistan’s international obligations, and advancing the country’s environmental policy objectives.
The regulation further defines the commission’s powers and procedures. It is authorized to prepare national positions for international environmental forums, review projects and programs promoting methane-reduction technologies, coordinate reporting on international commitments, participate in drafting national strategies and legislation, and request information from relevant authorities. The commission may involve experts and representatives of public organizations in its work. Meetings must be held at least once every six months, decisions are adopted by majority vote, and resolutions become binding within the scope of the commission’s authority. The chairperson determines meeting venues and agendas, while the secretary organizes documentation and records proceedings.
