Presidential Resolution No. PP-240 setting up separated the Ministry of Agriculture and the Ministry of Environmental Protection.

This Presidential Resolution was adopted with the objective of improving the efficiency of public administration in the agricultural and environmental sectors through institutional reform. The resolution recognizes the need to modernize the management of agriculture and environmental protection and to strengthen the effectiveness of state bodies responsible for these areas.
The resolution orders the division of the former Ministry of Agriculture and Environmental Protection into two separate ministries: the Ministry of Agriculture and the Ministry of Environmental Protection. It further instructs these newly established ministries, together with the Ministry of Justice and other relevant authorities, to prepare draft regulations governing the ministries, design their organizational structures, determine staffing levels and salary scales for their central offices, and propose any legislative amendments required to implement the reform. These proposals are to be submitted to the Cabinet of Ministers.
In addition, the resolution establishes the legal succession of the two new ministries. The Ministry of Agriculture becomes the legal successor of the former ministry with respect to agricultural matters, while the Ministry of Environmental Protection becomes its legal successor in environmental affairs. Oversight of the implementation of the resolution is assigned to the relevant Deputy Chairpersons of the Cabinet of Ministers, the Ministers of Agriculture and Environmental Protection, and the Minister of Finance and Economy.
