Abstract
This Corporate Plan is a national plan with a multi-sectoral approach. The timeframe of this plan is 3 years including 2014/15, 2015/16 and 2016/17 periods. This Plan aims at ensuring significant contribution of agriculture, fisheries and forestry to better living standards of all, in an economically, socially and environmentally sustainable manner.
In order to enhance food security, sustainable intensification of high-value crops and increased food crop diversity will be supported. A healthy eating public awareness program will be developed and promoted with a gender sensitive approach.
National Forestry strategic development plan will be implemented and monitored for sustainable forest management and conservation of forest resources. Nursery operations will be developed. Measures will be taken against lack of irrigation and shortage of seeds and planting materials. All local and exotic forest species and as well as their genetic resources will be conserved. Furthermore a germplasm collection will be established for major traditional and exotic food crops as a source of planting materials. Crop management strategies, including pest management strategies, will be developed and implemented. Special Management Areas will be developed in coastal fisheries with community involvement.
Agricultural extension services will be provided to farmers, cultivators and breeders, including women. Moreover Women and Community Development Services will be developed. Private-public partnership mechanisms will be developed.
Food legislations, regulations, policies and work plans will be drafted to meet international standards. Laboratory will be established for the certification of the Food Safety, Food Quality Assurance and Food Quality Control for Tonga Food Manufacturing (business) and the on-going food safety program. Capacities of staff will be raised regarding HACCP, pesticide residues, market research, agricultural development and food technology. Effective research will be conducted for new food products which are processed or semi-processed for export markets and import substitution, value added and food quality. Efficient quarantine and quality management operations will be carried out for agricultural commodities, consistent with international quality standards for sustainable protection of domestic plants and animals as well as their products, and for protection against exotic threats to the agricultural industry. Border protection and pest surveillance system will be improved for Tonga for safe movement of agricultural products to and from international trading partners. In order to enhance the development in livestock sector, veterinary measures will be taken, veterinary tools, vaccination, drugs and medicine will be provided, superior breed program will be applied, and meat inspection facility will be established. A system for collecting, obtaining and analysis data will be designed on livestock farming, fisheries and forestry for domestic market. A National Fisheries Council will be established to carry out effective cooperation and engagement with cross-government committees, stakeholders and communities. Fisheries sector will be developed through the Fisheries Export Revolving Fund.
