Abstract
These Regulations make provision with respect to coastal communities referred to in Schedule I and special management areas designated therein to each coastal community. The Regulations set out the boundary of a special management area and establish a Committee for each of the coastal community. The function of the Committee shall be to, in cooperation with the Ministry, assist the coastal community to conduct its operations in a manner that is conducive to the effective conservation and management of fisheries resources in its special management area. Specific duties of Committees include: preparing a Plan for the conservation, management, sustainable utilisation and development of fisheries resource; involving the community in preparation and carrying out of the Plan; maintaining the fishers register and the fishing vessels register; and carrying out measures for the enforcement of the Plan. The Ministry shall provide timely technical advice, assistance and support to the Committee. The Committee may issue a Subsistence Fishing Permit, a Small Scale Fishing Permit, a Cladosiphon Seaweed Harvesting Permit, or a Yacht Fishing Permit. The Committee may approve access to the Fish Habitat Reserve for observation, monitoring and restocking activities. Any other activities (including mariculture) shall require the endorsement of the Committee and the written authorisation of the Secretary and be in accordance with such conditions as may be specified.
