Abstract
The Act consists of 4 sections divided into 4 Parts: Preliminary (I); Forest Reserves and Forest Produce Generally (II); Town and Village Forest Areas (III); General Provisions (IV).
The King in Council may declare any land at the time not leased or otherwise disposed of (“Unalienated land”), to be a forest reserve or reserved area pursuant to section 3. Section 4 defines regulation making powers of the Minister of Agriculture, Forests and Fisheries. The Minister may authorize the Director of Agriculture, Forests and Fisheries or Officer in Charge to issue licences granting the exclusive right to take or purchase forest produce, or to take or purchase forest produce without charge or at reduced fee or royalty (sect. 6). A District Officer appointed under the District and Town Officers Act may with the approval of the Minister demarcate in unalienated land a village forest area which shall be registered at the office of the Department of Agriculture, Forests and Fisheries. Village forest areas shall be governed by such Regulations concerning the protection, control and management of forest produce as the Minister may prescribe. Section 9 defines powers of forest officers and police officers. Other provisions concern free access to trees or forest, civil rights and prescribe offences. (14 sections)
