Abstract
These Regulations make amendments in the principal Regulations by inserting the definitions of emergency as 'an event, actual or imminent, which endangers or threatens to endanger life, property or the environment and which requires a significant and coordinated response' and of event including but not limited to: natural disasters, fuel or oil spill, infestation or epidemic. Regulation 3 introduces a new Regulation 45A to the principal Regulations, specifically for emergency procurement and the circumstances and procedures concerning the procuring contracting entity to be engaged in emergency procurement. Regulation 4 inserts the new Schedule 3 which indicates the template of the emergency procurement request form and is annexed to these Regulations.
