Abstract
These Regulations lay down rules as regards the governance of the Fund; responsibilities and powers of the Management Committee; Fund project cycle timeline; approval and design of fund programme budget; application procedures for and criteria of accreditation; certification, renewal and revocation of accreditation; application procedures for project funding; reporting requirements for the project implementer; assessment and ranking of projects by Committees; implementation of projects; establishment of the Village Committee; suspension, termination or recall of funds; administration of project funds; publication of general investment objectives and policy; appropriation by the Legislative Assembly; resources of the Secretariat and working committees of the Fund; prohibited activities and expenditure for use of the Fund; procurement for projects; criteria for decisions of the Complaints Committee; and offences and penalties.
The Minister responsible for climate change declares the national climate change priorities pursuant to section 7 of the Act. Funds shall be allocated in accordance with the declared national climate change priorities and aligns with national objectives set out in the Joint National Action Plan, Nationally Determined Contribution, Long-term Low Emission Development Strategy, and any other relevant national strategic document. The Management Committee shall be responsible for the administration of the Fund in compliance with the Act and these regulations.
