Abstract
Tonga’s Intended Nationally Determined Contributions is a national policy developed with a multi-sectoral approach to achieve the objective of the United Nations Framework Convention on Climate Change. Tonga’s intended contributions at the national level are (I) 50% of electricity generation from renewable sources by 2020; (II) 70% of electricity generation from renewable sources by 2030; (III) doubling the 2015 number of marine protected areas by 2030; (IV) sector emission reduction targets; and (V) climate resilience in other sectors.
The resilience of Tonga to climate change will be increased through the reduction of emissions and the cost-effective investments in resilience. Participation of the private sector and civil society to the government will be promoted to develop the capability at the national, island, and community level for resilience building responses. In order to provide for both reduced emission and increased investing in climate resilience, climate change adaptation and mitigation and disaster risk management will be incorporated into legislation, policies, and planning at all levels to ensure multi-sectoral coordination. Data collection, monitoring and management systems will be developed for a coordinated research at all sectors for building a Resilient Tonga. Furthermore, investments will be promoted in the fields of renewable energy, innovative technology, technology transfer, capacity building, infrastructure, and other relevant sectors. Renewable energy resources will be developed in an environmentally sustainable manner for electricity generation. In addition to that, energy efficiency will be improved by reducing electricity line losses. Conservation of marine living resources and the marine environment will be strengthened by increasing the number of marine protected areas. Forest resources and forest ecosystem services will be protected for a climate resilient future by halting deforestation and degradation of indigenous forests; maintaining national parks, reserves and protected areas; reforestation and rehabilitation of cleared and degraded forests with climate-resilient tree species; promoting agroforestry in agricultural areas; and encouraging tax allotment holders to plant and manage trees on their properties. Climate-resilient agricultural production systems will be developed through effective land use planning, improved soil management practices, development of agro-forestry systems, and increased use of biogas systems that also provide organic fertilizers in order to increase and sustain resilient agriculture livelihoods. Moreover, emissions will be reduced in the livestock sector through improvements in animal welfare, greater water availability to stock and improvements in feed quality and waste management will be strengthened. Emission reduction targets will be achieved in the agriculture, environment, forestry, and transport sectors. Participation of stakeholder will be promoted to provide an opportunity to raise awareness, mobilize, inform and engage with key stakeholder groups and the general public around climate change issues, and climate change approach and response efforts at all levels. Financing and resourcing of the Tonga’s Intended Nationally Determined Contributions will be mobilized at the local, national, and transnational level.
