Abstract
This Act aims at extending the right of access to information in the possession of public. It lays down provisions on the publication of certain documents and information, such as information concerning functions, etc., of public authorities; access procedures which do not apply to certain documents; application to the relevant public authority for access to the document and its evaluation; documents exempted for security reasons, public interests, trade secrets and personal privacy etc.; protection against action for defamation, breach of confidence or infringement of copyright; and preservation of records and documents by the public authority. This Act underlines that no fee shall be charged by a public authority for the making of a request for access to an official document.

Entry into force notes
Sections 1–6 of this Act enter into force on 20 November 2000; Sections 7–10 enter into force on 30 April 2001; and Sections 11–42 enter into force on 30 August 2001.
