Abstract
The National Policy on Sustainable Community Development (NPSCD) addresses the human and social, economic, cultural and environmental concerns to achieve sustainable communities. The timeframe of the NPSCD is 5 years covering the period between 2019 and 2024. The goal of the NPSCD is aligned with the MCDCA’s strategic goals for the Community Development thematic area, namely to: (i) encourage strong community bonds, (ii) inculcate a sense of community pride, (iii) create opportunities for communities to work together to accomplish common goals, (iv) support and guide community-based entrepreneurial projects, and (v) provide support for the strengthening and development of community based organizations and individuals.
A national sustainable framework will be established and implemented for strengthened, whole of government and multi-sectoral collaboration, integration and networking in the practice of community development. Persons’ needs for overall well-being will be addressed through opportunities for personal growth and development, recreation and social interactions, livelihoods, creative and cultural pursuits, access to quality goods and services, and safety. A clear framework for community mobilization, leadership and participation in development will be provided. The establishment and maintenance of standards and professionalism in community development practice will be facilitated. Data-driven, evidence-based and innovative programming will be implemented for delivery of well-targeted, effective community development programmes. In order to strengthen conflict resolution and management in community development, the Community Mediation Programme will be used as well as the establishment of other structures and mechanisms will be facilitated. The values, attitudes and behaviours that empower communities and engender a spirit of responsibility and volunteerism in community development will be promoted. Sustainable development approach will be integrated in the practice of community development to ensure the holistic treatment of development issues. Pro-environmental values will be promoted in all communities by demonstrating respect for the environment through environmentally sensitive practices for water and waste management, garbage disposal and agricultural practices, natural resources and energy usage, recycling, conservation and preservation that safeguards future resources. Collaborative strategic developmental plans will be developed by communities to guide the transformation of their communities, with careful attention to the social and human, economic, cultural and environmental aspects of development. The engagement in the community development process and the access to social and economic benefits will be ensured to all community members, regardless of gender, age, ability, religion, race, ethnicity, culture, language, or social and economic status.
