Abstract
The Strategy for Reduction of Carbon Emissions is a national policy with a multi-sectoral approach. The timeframe of the Strategy is 25 years between 2015 and 2040. The objectives of the Strategy for Reduction of Carbon Emissions are to ensure a low carbon economy in the electrical power generation, transport and industry sectors.
This Strategy focuses on the reduction of GHG emissions of Trinidad and Tobago’s electricity power generation, industry and transport sectors through the implementation of efficient technologies, efficient use of energy resources and the development of awareness raising campaigns. The GHG mitigation measures in the energy sector are promotion of energy conservation and renewable energy resources to reduce energy consumption. Use of renewable energy resources will be promoted in the electrical energy generation sector, the industry sector, the transport sector and other sectors. Public awareness will be raised on reducing fuel consumption and use of biofuels and low emissions driving practices will be promoted in the transport sector. More efficient technologies will be implemented in the oil and natural gas sector in order to reduce fuel consumption in the productive process. Waste-to-energy plant will be developed to produce electricity from waste. A national emissions trading mechanisms will be created to reduce GHG emissions in the industrial sector. Institutional capacity building will be developed on integration of climate change.
The implementation of the GHG mitigation measures will be reinforced by the sub-committees in coordination with the Multilateral Environmental Agreements Unit, the Environmental Management Authority and other related agencies. The Climate Change Ministerial Committee shall be responsible of facilitating the multidisciplinary implementation of climate change related policies and actions in the different fields. The committee is composed by members from the Ministry of Environment and Water Resources, Ministry of Public Utilities, Ministry of Energy and Energy Affairs, Ministry of Transport, Ministry of Works and Infrastructure, Ministry of Local Government, Ministry of Health, Ministry of Housing and Urban Development, Ministry of Planning and Sustainable Development, Ministry of Food Production, Ministry of Tourism and Ministry of Tobago Development.
