Abstract
The PSIP 2023-2025 outlines a three-year investment portfolio of capital programmes and projects that is aligned to second planning horizon 2021-2025 of the National Development Strategy 2016-2030 (Vision 2030) and which will be the key mechanism for coordinating the implementation of medium term economic policy objectives. This policy focuses on nine development priorities which serve to align the PSIP's programmes and projects along with the specific interventions and in keeping with the goals and strategies of Vision 2030. These priorities are: fostering citizen safety and security; protecting the vulnerable; ensuing food safety and security; improving public health; building climate and environmental resilience; invest in strategic sectors to create growth and jobs; creating a digital nation; rationalising public investment for greater efficiency and effectiveness; and economic recovery: building lives and livelihoods.
The living conditions will be upgraded and the quality of life of residents within the informal communities of Port-of-Spain and environs will be improved through infrastructure improvements. A health information system that will encompass all aspects of healthcare management will be procured and implemented. The delivery of public health services will be enhanced to guarantee good health care for all. Entrepreneurship for vulnerable groups will be supported, and women will be ratrained in small and micro enterprise development. Water supply will be provided to rural communities to bring relief to the unserved or underserved areas. The National Policy on Sustainable Community Development will be implemented to facilitate residents and organisations in collective examination of their communities and assets; to develop initiatives and execute projects, based on an agreed vision and plan for development; and to enhance their human and social, economic, environmental and cultural development. An integrated financial management system will be developed to facilitate effective management of public sector budgetary, financial and accounting operations with a centralized registry of public sector revenues and expenditures. The national statistical system will be reformed to enhance the quality and integrity of data for improved decision-making. Digital Society Programme will be developed to address affordability and ensure equitable access by every segment of the population, with a special focus on the vulnerable and disadvantaged populations. The Single Economic Window will be enhanced to facilitate the ease of doing business with public sector agencies.
The productivity will be improved through quality infrastructure and transportation. Existing drainage pumps, gate Inventory, dams and wells will be upgraded to secure water resources. New water sources will be developed to increase the level of water production and storage capacity in Maraval and environs. Waste and wastewater management will be strengthened to facilitate smart growth. A national water sector transformation programme will be carried out to strengthen the sector’s regulatory and institutional environments. National quality infrastructure will be enhanced to increase global market share and foreign exchange returns through exports, which requires producing goods of high quality that can meet international standards. Eco-friendly businesses will be developed that can provide employment, while promoting the circular economy. Investment will be targeted in productivity-oriented research and technology in agriculture and food security. The National Seed Bank Project will be implemented to use technology in measuring production and the sale of seedlings to raise productivity levels, by expanding output across all commodities. Research and development will be applied in the cocoa industry to open up new possibilities for increased returns on investments in other commodities to improve competitiveness. Strategic industries for value chain consolidation will be supported for the diversification of products such as hill rice, honey and forestry products, and local food production for strategic crops will be promoted. Farm to agro-processing will be promoted to capitalise on the existing manufacturing and logistics industries and the increasing demand for indigenous agricultural products. Smart agriculture programmes will be carried out to build and expand credible agricultural databases that inform decision making, for better harvests and environmental conditions. Youth will be encouraged to enter into small-scale businesses in the manufacturing and agro-processing sectors. The development of youth entrepreneurs will be assisted by targeting start-ups and early-stage youth entrepreneurs.
This policy lays down actions to protect biodiversity and related habitats and ecosystems, such as forests and marine areas, to ensure sustainable development. In order to provide social, environmental and economic benefits, landscapes, including deforested and degraded lands, will be restored through afforestation, agroforestry, sustainable soil and land management, integrated water resources management, and climate-smart agriculture. Sustainable forest management will be promoted to ensure sustainability of the forests in the future. Coastal protection will be strengthened by addressing coastal flooding and erosion in affected communities. Water quality standards will be improved through the collection and assessment of physical, chemical and biological data from both inland surface waters and the coastal nearshore area. The balance between the use of non-renewable and renewable energy resources will be ensured by creating an innovative and diversified energy sector. Renewable energy and energy efficiency initiatives will be promoted to contribute to the development of alternative energy sources and reduce the nation’s carbon footprint and greenhouse gas emissions. Best practices will be used in energy conservation and the development of alternative energy sources. An Ambient Air Quality Management Programme will be implemented to carry out the assessment of air pollution quality, and collect and utilize data from the monitoring locations to more accurately identify pollution trends and forecast air quality.
