Abstract
This Act provides for the organizations, powers and functions and other institutional arrangements of the Tobago House of Assembly referred to in section 141A of the Constitution and, unless a contrary intention appears, including its Executive Council. The Act also established a Dispute Resolution Commission for budget allocation issues. The Assembly shall, in relation to Tobago, be responsible for the formulation and implementation of policy in respect of the matters set out in the Fifth Schedule. The Assembly shall not have responsibility for the matters set out in the Sixth Schedule. The Government or any relevant body, as the case may be, shall promote the delivery in Tobago of services to the public in relation to the matters set out in the Seventh Schedule, and in so doing shall give due consideration to the views of the Assembly. The Prime Minister and the Chief Secretary (officer elected under this Act by the Assembly) shall hold regular discussions with a view to formulating administrative and legislative mechanisms for the promotion of harmony in the affairs of Trinidad and Tobago. Areas of responsibility of the Assembly include, among other things, (state) Land and marine parks, Community Development, cooperatives, agriculture, fisheries, food Production, forestry, town and country Planning, and plant and animal quarantine.
