Abstract
These Rules apply to the generation, processing, treatment, packaging, storage, transportation, collection, disposal, recovery, recycling or other activities related to the management of waste other than radioactive waste. These Rules lay down the obligations of waste generators or handlers, as follows: (i) compliance with the provisions of the Act; (ii) implementation of measures to ensure the environmentally sound management of waste; (iii) implementation of measures to reduce the generation of waste; (iv) the treatment, recovery or disposal of waste to be conducted at a facility in accordance with these Rules; (v) prevention of the dilution of waste as a substitute for its treatment;(vi) segregation of hazardous waste from non-hazardous waste to facilitate the safe handling of the waste; and (vii) other measures as the Authority may determine.
These Rules set out procedures and principles of waste generation permit, waste handling permit, variation of a permit, and the transfer, suspension, revocation and surrender of permits. These Rules also provide for the establishment of a Waste Permit Register, the duties of the Environmental Management Authority, the obligations of permit holders, and the preparation of a waste manifest by the generator.
