Abstract
This Act grants powers to the Head of State to make Regulations in the case of a public emergency or the threat of a public emergency. The Head of State shall act on advice of the Cabinet.
Such Regulations may make provision with respect to a variety of matters listed in this Act, including: the taking of possession or control by the State of any property and the acquisition by the State of property except land; regulation of consumption or use of food or water; and the suspension or temporary cancellation of any licence, authorization, registration, permit, certificate, right, approval or exemption granted under any written law.
