Abstract
This Strategy is a national strategy with a cross-sectoral approach. The timeframe of this Strategy is 5 years between 2016 and 2020. The overall purpose of this Strategy is to achieve a greater level of security and prosperity for all Tuvaluans, achieve higher standards of quality health and education, and to develop and maintain good relations on the international stage.
Health of Tuvaluans will be improved by providing high standards of health care with a gender sensitive approach. Efforts will be given to reduce mortality with special emphasis on infant, maternal and children under five. Early childhood care and education will be developed. Laws relating to food security and hygiene will be reviewed and enforced to fight with the problem of non-communicable diseases. Information computer technology will be improved to update health and medical database.
Fisheries will be made more productive and sustainable by increasing detection and prosecution of illegal fishing and ensuring effective coastal zone management. Land resources will be managed effectively to maximize agricultural production, of especially traditional crops, vegetables and food. Biodiversity conservation will be ensured by preventing the entry of invasive species and creating a biodiversity database. Coastal ecosystems will be protected against marine pollution.
Social well-being of all Tuvaluans will be improved without any discrimination, including women, children and disadvantaged population. The participation of more women in decision-making processes will be ensured. Awareness programs will be carried out on social and community issues. Entrepreneur training program shall start including youth and women to increase business skills and awareness. High quality education will be provided to equip people with knowledge and skills and thereby more self-reliance will be developed. Furthermore farmers’ productivity will be increased through agricultural extension services.
The use of renewable energy will be promoted to meet the needs of the energy market. The government will provide incentives to adopt energy conservation and demand management measures as a way of improving energy efficiency. As an alternative fuel for land and sea transport biofuel will be introduced. Sustainable waste management will be ensured. Surveys will be carried out to determine hazardous and medical waste and dumpsites will be improved. On the other hand, alternative ways will be studied to dispose waste such as energy production from waste. Economic growth will be achieved through upgraded legislative acts for business, labour, FDI, trade etc, strong partnership with development partners, effective and stable financial systems, and business development and improved marketing. The development of the private sector will be enhanced by conducting a demand and supply assessment of tradable products as well as promoting eco-tourism products. Social and economic returns will be maximized from the management and sustainable use of natural resources. Hygiene requirements for fish products will be met in compliance with the international market standards. Marketing systems will be established for local agricultural products to increase quantity and quality.
In order to increase the resilience to the impacts of climate change, measures will be taken for adaptation and mitigation. Adaptive capacity will be built by developing climate-proofing critical infrastructure, establishing better early-warning systems for warming temperatures, sea level rise, and severe weather events, and enforcing policies and plans to inform decision-making. Together with the Environment Department, the Climate Change and Disaster Policy Unit shall coordinate projects that address physical responses to the impacts of climate on the environment. Risk transfer mechanisms will be established and implemented for reducing and recovering from the impacts of climate change and natural disasters. The Green Climate Fund, Adaptation Fund, the Least Developed Country Fund, the Special Climate Change Fund and the Global Environment Facility will be allocated for climate change investments and environmental protection. Public awareness will be raised on climate change and disaster risk reduction. Furthermore measures will be taken to reduce greenhouse gas emissions in accordance with the international agreements.
