Abstract
Tuvalu’s NDC 3.0 articulates a highly ambitious mitigation pathway rooted in its vulnerability as a low-lying island state. The country commits to a 100% reduction of greenhouse gas emissions in its electricity sector by 2030 and an 80% cut in total energy-sector emissions by 2035, laying a clear course toward zero-carbon development by 2050. These targets are underpinned by planned expansions in renewable energy, improvements in energy efficiency, and low-carbon transport and waste management strategies, all tailored to Tuvalu’s limited technical and economic capacity. On the adaptation side, Tuvalu’s NDC 3.0 prioritizes the protection and resilience of its communities, coastline, and critical infrastructure. The document highlights adaptation measures across sectors—including coastal defense, water security, human health, food systems, disaster-risk management, and education—to address the existential threat posed by sea-level rise and climate shocks. Moreover, it emphasizes international support for climate finance, capacity building, and technology transfer, reflecting Tuvalu’s recognition that global cooperation is essential for its survival under the Paris Agreement framework.
