Abstract
The Plan is a recovery and vulnerability reduction plan for Tuvalu, that was severely affected by Tropical Cyclone Pam in 2015. The Plan aims to support the affected population to recover from the damage and losses caused by the cyclone and to build resilience to future climate change and disaster risks. The Plan covers 3 phases (short, medium and long term) and 8 sectors of agriculture, environment, education, health, infrastructure, debris, telecommunication and disaster risk management. The Plan's strategic objectives are providing adequate food, water, shelter and health care to the affected households, reconstructing and repairing damaged infrastructure, addressing food insecurity and malnutrition, and strengthening disaster preparedness and coordination capacities. The plan also identifies opportunities for enhancing visibility on climate risk for Tuvalu, pursuing climate change survival fund and compensation for loss and damage, establishing national implementing entity for accessing international climate finance, and considering contingency plans for relocation and litigation.
