Abstract
This Updated Nationally Determined Contribution is a revised version of the First Nationally Determined Contribution of 2015. The timeframe of this policy is 8 years between 2022 and 2030. The objectives of this updated NDC are: (I) reduction of greenhouse gas (GHG) emissions from the electricity, (II) zero emissions by 2030 in power generation, (III) increased energy efficiency in Funafuti by 30%, (IV) reduction of total GHG emissions from the entire energy sector to 60% below 2010 levels by 2030, (V) zero carbon development pathway by 2050. This updated NDC adds GHG emissions reduction targets in other key sectors, agriculture, and waste, conditional upon necessary technology and finance, along the energy and transport sectors which were already pointed out in the First Nationally Determined Contribution of 2015.
This updated NDC lays down mitigation strategies in the energy, transport, waste, industrial processes and product use, and agriculture, forestry, and other land use sectors. The use of renewable energy for electricity generation will be promoted for the reduction of the demand for fuels to generate electricity. The options will be explored for alternative transport means as well as for relevant decarbonization in the domestic maritime sector. Large-scale energy efficiency will be improved to reduce electricity demand or fuel use. The implementation of renewable energy for electricity generation and improved energy will be combined to ensure cost-effective and affordable electricity for all Tuvaluans. GHG emissions mitigation pathway and GHG emission reduction opportunities will be identified based on the sectoral and sub-sectoral potential of the agriculture, forestry, and other land use and waste sectors, taking into account Tuvalu’s national circumstances and relevant national strategies. Waste management will be strengthened by introducing waste reduction and resource recovery programmes, improving waste collection services on the outer islands, and creating, amending, and updating laws, regulations, and policies to support waste reduction. This updated NDC gives emphasis on biogas projects which not only produces energy for cooking but also reduces methane emissions from livestock. Ocean-based carbon sequestrations activities will be initiated especially for nearshore ecosystems such as blue carbon.
Climate change adaptation measures will be taken to build and strengthen the nation’s resilience to combat climate change. This NDC stresses on the cultural and socio-economic impacts of climate change and the importance of regional and global cooperation to put Tuvalu on a pathway to climate change resilience and sustainable development. This NDC includes unconditional, conditional, and aspirational contributions to reduce emissions. The unconditional contribution includes actions undertaken through renewable energy programs to significantly reduce its reliance on imported fossil fuels for electricity generation. This NDC underlines the need for international support to implement further actions, such as addressing the growing emissions in the transport sector through technological innovations and transport sector decarbonization strategy.
