Abstract
The Community Development Policy is a national policy with a sectoral approach. The major objective of this Policy is to enable Tanzanians as individuals or in their families and/or groups/associations to contribute more to the government objectives of self-reliance and therefore bring about development at all levels and finally the nation as a whole.
The Policy addresses education on food security and assures that the basic needs of the communities such as nutritious food and clean and safe water will be responded and met, with a gender sensitive approach.
In order to reduce poverty, production will be improved to increase income so that communities will be enabled to build a better life through self-reliance and the use of locally available resources. Joining to the groups and associations will be promoted to increase self-development. Close and sustainable cooperation will be established between all authorities in planning and budgeting. Communities will be educated on the efficient use of resources, environmental protection, as well as family planning and nutrition. Public participation will be ensured with a gender sensitive approach. Organizations, financial institutions and investors will be encouraged to invest in community development activities. The needs of special groups of women, children and youth will be responded and met by reducing their work load, strengthening family income generating projects, and by enabling them to participate in decisions and ownership of family property. Therefore the basic needs of the community will be responded with special emphasis on food and nutrition, health and sanitation, education, clean water, environmental sanitation, energy efficiency, rural infrastructure, and environmental protection in rural and urban areas. Local governments will be strengthened to guide and promote development in different communities.
Tanzanians will use their wealth to improve their welfare for social and economic development. The majority of Tanzanians will be encouraged to trade, by producing, exchanging or using products or services. Furthermore smallholders and family businesses will also be encouraged for economic activities both in rural and urban areas.
The roles and responsibilities of communities, the Government, NGOs and donors will be outlined clearly for the funding, supervision and management of community development.
