Abstract
These Regulations, comprising 24 Sections, outline comprehensive rules governing electricity supply, infrastructure, customer rights, and regulatory oversight. They detail several key areas (i) Supply and Infrastructure: Licensees are required to extend supply lines to customers, which can be either standard or dedicated. All inspection procedures must be documented and signed, and customers are liable for their supply lines; (ii) Metering and Measurement: All meters and energy measurements must comply with standards approved by the Tanzania Bureau of Standards; (iii) Community Engagement and Safety: Feasibility studies are required for new installations to assess their community impact. The Regulations also mandate community involvement for development agreements, adherence to safety standards, and informing the public of potential hazards; (iv) Investment and Innovation: The government is directed to make investments in infrastructure, with a specific focus on expanding electricity access in rural areas and supporting SMEs. The Regulations also stipulate that research and innovation in the sector should be supported through funding.
